Queries on Pension

  1. References have been recieved that the family pension should be calculated @ 30% of the notionally fixed pay on the basis of Fourth Pay Commission and consolidated thereafter as on 01/01/1996. This matter has been considered but it has not been found practicable to accede to the same as consolidation of pension can be done only with reference to the family pension already drawn prior to 01/01/1996. Family pension @ 30% is effective from 01/01/1996 only.

  2.  Definition of Family pension extended to dependent parents / Widower / Divorced Daughters included in definition of family for purpose of family pension related to Parents – mother and father if the pensioner did not leave any spouse or children.

  3.  The clarification is that the enhanced family pension upto 67 years would be applicable where the government servant is/was to retire at the age of 60 yers in pursuance of Vth Central Pay Commission recommendations.

  4.  Notional fixation of pay on 01/01/1986 at IVth CPC level like serving employee on 1.1.86, fixation of pension and subsequent consolidation in terms of O.M. dt.27.10.97.

  5.  Consolidation of pension in terms of O.M. dt.27.10.97 (basic pension + D.A. on 1.1.96 + I.R. I & II and 40% fitment weightage). In these cases, there is notional fixation of pay involved.

  6.  Minimum pension shall not be less than Rs.1275/- and maximum shall be 50% of the highest pay in Govt. Pension/family pension shall not be less than 50%/30% of the minimum, of the revised scale of pay w.e.f 1.1.96 of the post held by the pensioner.

  7.  Commutaion of pension will be at 40% of the pension to be drawn based on the average emoluments of last 10 months w.e.f. 1.1.96.

  8.  Ceiling on all gratuities raised to Rs.3.5 lakhs. DA also to be added with pay for calculation of gratuity.

  9.  100% neutralisation of relief to all at the same rate like serving employees.

  10.  Personal pension to be discontinued with effect from 1.1.1996 as revision of pay at IVth CPC level on 1.1.1986 involve merger of DA at AICPI 608.

  11.  Rs.100/- granted to all pensioners not covered by CGHS. Pensioners living in cosmopolitan cities not covered by CGHS dispensary also eligible by production of a certificate to that effect.

  12.  Re-employed pensioners eligible for DR provided their pay is fixed at the minimum of the scale on re-employment and DR to all employed family pensioners payable from 18/7/1997.

  13.  The last date for submission extended upto 31 st, March ,2001.
