OVER VIEW
Office
of the Director of Canteens in the Department of Personnel & Training is
the nodal office in respect of Non-Statutory Departmental Canteens and Tiffin Rooms
located at the Central Government offices all over
In
pursuance of Supreme Court judgement, the employees
of these Non-Statutory Departmental Canteens and Tiffin Rooms were declared as
Central Government employees w.e.f. 1.10.1991 and
have been extended all benefits as are available to other Government employees
of comparable status vide O.M.NO.
The respective Ministries/Departments of the Central Government are responsible for making necessary authorized budget provision for Canteens and Tiffin Rooms functioning under their control. No funds/budget provision is being provided by the Department of Personnel & Training to any Ministry/Department in this regard.
This
office has also brought out a publication titled ‘Administrative Instructions
on Departmental Canteens in Government Offices and Industrial Establishments’(called "Green Book") containing
administrative instructions for the proper running of the Canteens and the
administration of the Canteen personnel
in the year 2008 .
A set of detailed instructions, for the proper maintenance of Accounts by the Departmental Canteens have been issued vide O.M. No. 3/10/90-Dir.(C) dated 24.11.99.

The office of the Director (Canteens) deals with the following subjects: -
(i) Framing of guidelines, administrative instructions for setting up/running of Departmental Canteens/Tiffin Rooms;
(ii) Grant of approval for the setting up of Non-Statutory Departmental Canteens/Tiffin Rooms;
(iii) Grant of permission for upgradation/downgradation of Canteens;
(iv) Recruitment rules for the Non-Statutory Departmental Canteen Staff and instructions in regard to retirement/terminal benefits, GPF, CGEGIS, appointment on temporary/permanent basis, removal from probation etc.;
(v) Framing of instructions, rules for personnel administration of Non-Statutory Departmental Canteen employees;
(vi) Recognition of Associations of the Canteen Employees;
vi) Court
cases/Petitions filed by the Canteen employees on matters concerning them. Not
necessary since it is a matter of detail.
vii) Implementation of SIU recommendations.
